The limits of what this website is, what it is not, and the terms on which you use it.
Not for emergencies. This website does not provide psychological or medical care, crisis services, or treatment of any kind. If you or someone else is in danger, call 911. If you or someone you know is in emotional crisis or thinking about suicide, call or text 988 (the Suicide & Crisis Lifeline) in the United States; veterans can press 1 after dialing 988 to reach the Veterans Crisis Line.
1. General information only
Everything on forensicpsychology.expert is provided by EXPERT WITNESS NETWORKS, Corp. for general informational purposes, to help attorneys and other professionals decide whether to inquire about retaining an expert. It is not legal advice, medical advice, psychological advice, a diagnosis, or an expert opinion about any person or any matter, and it must not be relied on as any of those things.
2. No professional relationship is created
Reading this site, submitting the consultation form, sending an email, or calling our office does not create a psychologist-patient, doctor-patient, therapist-client, evaluator-examinee, attorney-client, or expert-retention relationship with Dr. Andrew Mendonsa, with Expert Witness Networks, or with anyone else. No such relationship exists until a written fee agreement has been signed by Expert Witness Networks and the retaining party and the retainer has been paid. Until then, no one is obligated to accept the matter, and nothing you send is held in confidence as part of an engagement.
3. Not an offer to treat
Dr. Mendonsa’s work through this site is forensic: evaluation, record review, consultation, and testimony at the request of counsel, insurers, employers, agencies, and courts. This site is not an offer to provide therapy or clinical treatment to anyone, and a forensic evaluation is not treatment.
4. Independent opinions; no guaranteed outcome
Dr. Mendonsa forms his opinions independently, based on the records, examination, testing, and facts available to him and on the professional standards that apply. Neither the retaining party nor Expert Witness Networks directs or controls the substance of any opinion, and no opinion is promised before the work is done. He may decline any matter, including for a conflict of interest, lack of fit, or because the evidence does not support the position. Descriptions of experience, case types, caseload, and methods describe his practice in general; they do not predict or guarantee the result of any case, claim, benefit application, or proceeding.
5. Affiliations are not endorsements
Dr. Mendonsa’s academic appointments, past and present public positions, and professional memberships are described here as part of his qualifications. He does not speak for, and this site is not sponsored, endorsed, or approved by, the University of the Pacific, the California School of Professional Psychology or Alliant International University, the University of California, the California Board of Psychology, the California Department of Managed Health Care, the California Department of Corrections and Rehabilitation, the County of Sacramento, the California Division of Workers’ Compensation, the U.S. Department of Veterans Affairs, the American Psychological Association, or any other institution, agency, board, or organization named on this site. His expert witness work is performed in his private capacity, not on behalf of any of them.
6. Credentials, licensure, and accuracy
Credentials, licenses, certifications, and appointments are summarized from Dr. Mendonsa’s curriculum vitae and change over time. Retaining counsel is responsible for confirming any qualification, license, or admissibility requirement that matters in its jurisdiction; a current CV is available on request. Descriptions of statutes, regulations, rules of evidence, and case law are general summaries for orientation, may be incomplete or out of date, and are not legal advice. Confirm all legal requirements independently. We work to keep this site accurate but do not warrant that it is complete, current, or error-free.
7. Communications through this site
Email and web forms are not a secure way to send sensitive information. Do not send medical records, psychological test data, protected health information, or privileged material until an engagement is confirmed and a transfer method is agreed in writing. See our Privacy Policy.
8. Links to other websites
Links to statutes, agencies, and other websites are provided for convenience. We do not control and are not responsible for their content, availability, or practices.
9. No warranties
This website and everything on it are provided “as is” and “as available,” without warranties of any kind, express or implied, including any warranty of accuracy, completeness, merchantability, fitness for a particular purpose, or non-infringement, to the fullest extent permitted by law.
10. Limitation of liability
To the fullest extent permitted by law, EXPERT WITNESS NETWORKS, Corp., Dr. Andrew Mendonsa, and the company’s other experts, officers, employees, and agents are not liable for any direct, indirect, incidental, consequential, special, exemplary, or punitive damages, or for any loss of data, business, or profits, arising out of or relating to your access to or use of this website, your reliance on anything on it, or your inability to use it, whether based on contract, tort, negligence, strict liability, or any other theory, even if advised of the possibility of such damages. Some jurisdictions do not allow certain exclusions or limitations; in those jurisdictions our liability is limited to the smallest extent the law permits. Services provided under a signed engagement are governed by that engagement’s written terms.
11. Your responsibility; indemnification
You are responsible for how you use the information on this site. You agree to indemnify, defend, and hold harmless EXPERT WITNESS NETWORKS, Corp., Dr. Andrew Mendonsa, and the company’s other experts, officers, employees, and agents from and against any claims, liabilities, damages, losses, and expenses, including reasonable attorney’s fees, arising out of or relating to your use or misuse of this website, your reliance on its content, or your violation of this Disclaimer or our Terms of Service.
12. Governing law and disputes
This Disclaimer and your use of this website are governed by the laws of the Commonwealth of Kentucky, without regard to its conflict-of-laws principles. Any dispute is subject to the good-faith negotiation, mediation, and Floyd County, Kentucky venue provisions of our Terms of Service.
13. Severability and changes
If any part of this Disclaimer is held unenforceable, that part is limited or removed to the minimum extent necessary and the rest remains in effect. We may update this Disclaimer at any time; the version posted here governs. Your continued use of the site means you accept the version then posted.
